Development of strategy for youth and
sports tourism

| 1.
Introduction |
Lebanon
as a flourishing tourist destination offers
various tourism products for international
and expatriate tourist during the four seasons.
The strategic position of Lebanon, its mild
climate and natural beauty make it a natural
tourist attraction. Moreover, Lebanon benefits
from qualified and experienced human resources
in the tourism industry.
Considerable private investment has contributed
to the modernization and expansion of the
tourism sector. Further development of the
necessary tourism infrastructure, will again
contribute significantly to Lebanon's economy.
Lebanon's tourism industry also relies on
the large number of Lebanese living abroad,
who return regularly to the country.

Rationale |
Sport
Tourism is one of the fastest growing
areas of the global travel and tourism
industry. Besides the benefits it offers
the youth, sport tourism can be favorable
for the economy, investment and job creation.
The Sport Tourism sector offers great
potential for Lebanese tourist. The possibilities
are endless in all seasons raging from
skiing, paragliding, hiking rafting, to
football and basket.
The Ministry of Tourism is very active
in promoting the image of Lebanon in its
recreational, cultural sport and traditional
activities and locations. The ministry
has contributed in building the necessary
infrastructure for youth tourism through
its support of the Lebanese Youth Hostels
Federation which offers youth lodging,
indoor and outdoor activities at very
low prices in different areas of Lebanon
thereby enabling the tourist to benefit
from the nature, the sport activities
the traditions and the weather of Lebanon
at a modest cost.
While the infrastructure for such activities
is developing the Ministry is in need
of an overall strategy to develop sport
tourism in Lebanon encompassing all its
sectors from recreational to professional
and extreme sports.

with successful, realisable and effective
workplan including the management execution
possibilities and partners.
The Final report will also include

4.
Scope of the Work |
4.1
Mission Description
The expert will be familiarised with the
sport tourism sector and its potentials
and related settings and will develop
a realisable and effective strategy
4.2
Specific Activities
- Assessment of the sport sector and its
potentials through meetings and correspondence
with municipalities youth and sports club
in coordination with the Ministry of Tourism
and Ministry of Youth and sport.
- Evaluation of the current programs and
infrastructure in the sport tourism sector
- Asses the benefit of sport event hosting
- Identify activities and events and possible
packages for sport tourists
- Identify Benefits and limitations (Economic,
social rural…)
- Define the sport tourism strategy including
a workplan proposal and marketing and
promotion suggestions with a clear action
plan for implementation by the concerned
Ministries.
- Provide a cost valuation of the strategy
- Provide expectations of results if strategy
is implemented
Upon completion of the mission, TOKTEN
expert is required to submit a detailed
report describing his/her work and achievements
based on TOR. The report also includes
• Evaluation of activities undertaken;
• Substantive and technical observations;
• Recommendations;
• Evaluation of results compared
with the objectives;
• Problems encountered with possible
solutions;
• Possible follow-up activities;
• Rate of fulfillment of assignment
in terms of original plans;
• Institutional arrangements, working
relationships and receptivity of the host
institution;

5.1
Definition of Indicators
Approval and adoption of the strategy by
the Ministry of Tourism by the end of the
mission

Requirements |
6.1
Inputs to be provided by the UNDP
6.1.1.
Personnel
- Lebanese expatriate
- At least a Graduate degree in Business,
Communications, Marketing or related fields
- At least ten years of experience in
related fields
- Excellent writing and reporting skills
- Good Knowledge of English
- Previous experience in developing policies
and strategies is preferable
6.1.2.
Backstopping
UNDP will provide guidance and support
to the implementation of the TOKTEN missions
by:
• Recommending potential applicants
to the beneficiary;
• Facilitating the coming of the
Lebanese volunteers by supporting funding
for travel costs, logistical support,
and living expenses (Daily Subsistence
Allowance, DSA) according to guidelines
established for the TOKTEN project;
• Arranging for reasonable monitoring
for the mission during its presence and
for an evaluation report after its departure;
